Overview:
URC is searching for an experienced consultant with part-time availability to gather information and identify in-country resources necessary to develop strategic, successful proposals for US government funded health programs in the Philippines.
Objectives and tasks:
The purpose of this consultancy is to help the URC with the following activities:
  • Provide support and inputs to the URC proposal team to develop a comprehensive pursuit plan for the USAID UHC APS
  • Provide input on the status of private sector collaboration and engagement with TB programs
  • Identify local and government partnerships/collaborations that will assist development of a bid that demonstrates progress toward sustainability
  • Contribute to the planning of strategies and approaches
Specific Tasks:
  • Regularly update URC business development team on the status of tasks assigned.
  • Gather intelligence from USAID and other stakeholders such as the Department of Health and other partners on the plans/direction/goals of the upcoming opportunity.
  • Assess the strengths and weaknesses of the current UHC implementation, with particular emphasis on the Sulong sites and ‘Sandbox’ implementation.
  • Assess the strengths and weaknesses of the current TB projects, particularly as they relate to comprehensive TB programming and implementation of UHC and the “Life-stages health model”
  • Respond to specific requests for data and information from the proposal team
  • Assist in identifying and coordinating meetings/calls with:
    • Potential local partners
    • Stakeholders and other key informants
  • Be available to attend and contribute to the meetings/calls, as needed.
  • Other deliverables as requested, particularly related to inputs needed for an active proposal.
Additional specific tasks under this consultancy will be discussed with the Consultant prior to issue.
Deliverables:
Deliverables may include, but not limited to, regular check-ins with the team and summaries of activities by the consultant, contact information of key Public Health stakeholders and potential partners, written reports and briefings on the healthcare system in the Philippines, and an hourly invoice.
Knowledge, Skills and Abilities
URC is looking for an experienced health or development professional with previous experience working with the US Government funded health programs.
  • Excellent knowledge of health and healthcare issues in the Philippines
  • Experience working with local health organizations, local government and civil society organizations focused on health issues
  • Knowledge of Universal Health Care and Health Systems Strengthening activities in the Philippines
  • Knowledgeable in at least some of the following areas in the Philippines: quality improvement, health systems strengthening, reproductive health/family planning, maternal, newborn, child health, HIV and Tuberculosis.
Qualifications:
Required Experience and Qualifications
  • Education: Bachelor's degree in a health related field from an accredited college or university
  • Experience conducting capture efforts for international development organizations preparing proposals on US government-funded health projects, either as an implementer, ministry partner, or other involved stakeholder.
  • Experience with USAID and family planning programs is desirable
  • Ability to read, write, and speak in English
  • Ability to provide regular updates by email and/or calls
